Minutes of the Meeting of the Rush Township Board of Supervisors

The monthly meeting of the Rush Township Board of Supervisors was called to order by Chairman Stephen W. Simchak at 6 o’clock p.m.  Those in attendance were Supervisor Robert Leibensperger, Corporal Duane Frederick, Secretary/Treasurer Terri Conville, and Administrative Assistant/Assistant Treasurer Marie Skripnek.  Vice-Chairman Gilbert was absent. There were approximately fifteen people in attendance and one reporter present.  The Pledge of Allegiance was then recited.

 

Public Comment

Marion Lazur – asked for municipal reports to be read.  Ms. Conville stated the road crew was working on repairing the roads in the township.  The engineer’s report notes the Meadow Avenue Project will be going out for bid and the Air Products Plan was reviewed.  Arro Engineering submitted two permitting reports listing the permits issued throughout the township. Ms. Lazur asked what types of permits were listed on the two reports. A motion was made by Supervisor Leibensperger to approve all municipal reports.  Chairman Simchak seconded the motion.   Ms. Conville polled the Board.  Leibensperger and Simchak voted in favor of the motion, Gilbert was absent.  Motion carried.  Ms. Lazur asked for correspondence to be read.  Ms. Conville mentioned the following correspondence received for the month:

  1. A letter from the Tamaqua Library requesting a donation.
  2. Correspondence from the Department of Homeland Security (FEMA) about updating the flood zone maps for the county.
  3. Letter from Alfred Benesch & Company stating a representative attended the meeting about the flood maps. The Supervisors will have to approve a new floodplain ordinance sometime next year.
  4. Letter from Department of Transportation – liquid fuels estimate for 2011 is $102,464.93
  5. Marion Lazur appeal notice to the Office of Open Records.

A motion was made by Supervisor Leibensperger to accept and place on file the correspondence received for the month.  Chairman Simchak seconded the motion.  Ms. Conville polled the Board.  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

Marion Lazur – asked about the time frame that interest was calculated for the monies owed to the Hometown Sewer Fund.

Charles Shamonsky – wanted to know if the potholes will be filled in before the wintertime since the Meadow Avenue Project will not be starting right away.

American Water Services Report – TJ read his report for the month.  Supervisor Leibensperger asked what happened to the manhole lid at Tide Park.  A motion was made by Supervisor Leibensperger to accept the American Water Services report.   Chairman Simchak seconded the motion.  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

 

Minutes of meetings – A motion was made by Supervisor Leibensperger to accept the September 21, 2010 minutes.   Chairman Simchak seconded the motion.   Ms. Conville polled the Board.   Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

 

Treasurer’s Report – A motion was made by Supervisor Leibensperger to accept the treasurer’s report for September 30, 2010.  Chairman Simchak seconded the motion.  Ms. Conville polled the Board.  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

 

Approval of current township and sewer bills for October, 2010 – A motion was made by Supervisor Leibensperger to approve all township and sewer bills for the month of October, 2010.  Chairman Simchak seconded the motion.   Ms. Conville polled the Board. .  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

 

Police Report – Corporal Frederick read the police report for the month of September.  A motion was made by Supervisor Leibensperger to approve the police reports for the month as read.  Chairman Simchak seconded the motion.  Ms. Conville polled the Board.  .  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

 

Attorney’s Business – Attorney Yurchak was given permission from the Board to re-do the tax ordinance updating the fees collected by the tax collector, Dolores Walck.  This increase would be for tax certifications, duplicate bills, etc.

 

New Business

A motion was made by Supervisor Leibensperger to advertise the Meadow Avenue Sewer Project with the bids to be opened at the December 21, 2010 meeting. Chairman Simchak seconded the motion.  Under the question, Simchak stated that the project will cost approximately $500,000.00 and we hope to start it this winter. Ms. Conville polled the Board.  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

A motion was made by Supervisor Leibensperger to close out the Quakake Park checking account and transfer the balance to the Recreation Fund. Chairman Simchak seconded the motion.   Ms. Conville polled the Board.  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

A motion was made by Supervisor Leibensperger to advertise for budget meetings. Chairman Simchak seconded the motion.  Under the question, Simchak noted tentative budget dates are November 17th and November 23rd at noon. Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

A  motion was made by Supervisor Leibensperger for the Rush Twp Fire Police to assist with traffic for the Tamaqua Halloween Parade on Tuesday, Oct 26th with a rain date of Wednesday, Oct 27th at 7 pm. Chairman Simchak seconded the motion.   Ms. Conville polled the Board.  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

A motion was made by Supervisor Leibensperger to grant an extension of time for 60 days Plan #233 A- Air Products Revised Land Development. Chairman Simchak seconded the motion.   Ms. Conville polled the Board.  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

A motion was made by Supervisor Leibensperger to grant an extension of time for 90 days Plan #234 Postupack Minor Subdivision.  Chairman Simchak seconded the motion.   Ms. Conville polled the Board.  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

A  motion was made by Supervisor Leibensperger adopt Resolution #2010-17 approving submission of CDBG funding request to the County of Schuylkill for the year 2011. Chairman Simchak seconded the motion.   Ms. Conville polled the Board.  Leibensperger and Simchak voted for the motion and Gilbert was absent.  Motion carried.

Announcements

Ms. Skripnek read the following announcements:

  1.  A donation was received from Marian Catholic High School towards expenses incurred by the Rush Township Fire Police.
  2. A donation was received from Quakake American Legion Post #973 in the amount of $100.00 to be used for Quakake Park.

 

Chairman Simchak thanked everyone for coming and adjourned the meeting at 6:23p.m.
