Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on February 19, 2015 at 7:00 o’clock pm. In Attendance Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Secretary/Treasurer Denise Hope, Attorney Chris Riedlinger and Bill McMullen. Chairman Gilbert called the meeting to order

Pledge of Allegiance was recited

Police ReportSergeant Duane Fredrick read his report for the Month February 15, 2015. A motion was made by Vice Chairman Leibensperger to approve Sergeant Fredrick Report. Supervisor Motroni seconded the motion. Mrs. Hope polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting – January 15, 2015 A motion was made by Vice Chairman to approve the previous meeting minutes of April 17 &, 2014. Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried

Treasurer’s Report – A motion was made by Vice Chairman Leibensperger to approve the treasurer’s report as of January 2015. Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru Februay, 2015 – A motion was made by Vice-Chairman Leibensperger to approve the municipal reports for January 2015. Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign)– A motion was made by Vice-Chairman Leibensperger to approve the municipal reports for February 19. Supervisor Motroni seconded the motion, Mrs. Hope polled the board. All members voted in favor of the motion, motion carried.

Attorney’s Business – Two ordinances for adoption Ordinance 190 Setting the fee schedule for Portnoff Law Office for collecting delinquent sewer and garbage accounts. Second Ordinance is 191 Regulating Members of the fire company. Motion to adopt the bargaining agreement with the police dept., on the new health insurance. All members voted in favor, motion carried

New Business– A motion for rush township to hire seasonal part time drivers at $15.00 /hr, Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to purchase 12 grinder pumps and harnesses for Lake Hauto, Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to hire Kevan from Portnoff Law Office to handle the townships delinquent sewer and garbage accounts. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to adopt ordinance 190 Setting the fee schedule for Portnoff Law Office for collection seliquesnt sewer and garbage accounts. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to make a donation to the Tamaqua Public Library for $500.00. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion for Vice Chairman Leibensperger to purchase a leaf collection truck, freightliner with a chipper body for $95.037.41. Chairman Gilbert approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to hire two part time police officers, Lucas Fox and Brigdon Odner. Chairman Gilbert approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to remove Carl Yaccino from his probationary period, Chairman Gilbert approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to order salt 300 tons from the costars program, Chairman Gilbert approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to accept Caitiln Whilden resignation effective February 27, 2015. Chairman Gilbert approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

Public Comment

1. Charlie Shamonsky- questioning the stone mixed within the cinders, wants o know who is responsible for the stone that hit his car?

3. Joseph Shamonsky- asked if we could fill in the hole my Melnicks house again. Said we did nice job first time but it is bad again! Bill McMullen will follow up with the contactor.

Supervisors Comment– Congressmen Cartwright will be holding a town hall meeting here at the township building on March 11 from 6:00-8:00 pm. Residents are encouraged to register for the CODE RED Emergency Notification System o the Rush Township Website

Chairman Gilbert adjourned the meeting at 8: o’clock pm.
