Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on November 17, 2016 at 7:00 o’clock pm. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Treasurer/Secretary Katie Orlick, Administrative Assistant Kelly Giordano, Solicitor Chris Riedlinger, and Nicole Schwenk from ARRO.

Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Public Comment on the Agenda – None.

Police Report – Officer Hess read his police report for the month of October 2016. A motion was made by Chairman Gilbert to approve Officer Hess’ report. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting-  A motion was made to approve the previous meeting minutes of October 27, 2016. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of October 2016.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru November 16, 2016 – A motion was made by Chairman Gilbert to approve the municipal reports thru October 26, 2016.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for October 2016. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

 Attorney’s Business –  Chris Riedlinger will be preparing a resolution regarding mileage rates for the December meeting and for the January meeting he will be preparing a resolution to advertise for Independent Auditor.

Correspondence –     None.

Old Business –            None.

NEW BUSINESS-

  1. Motion to grant waiver from Section 401C of the Subdivision and Land Development Ordinance for the Ankiewicz Land Development Plan.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  2. Motion to grant conditional final approval of the Ankiewicz Land Development Plan with the following conditions: Address plan comments contained in ARRO review correspondence dated 9/28/16 and obtain approval from the Schuylkill Conservation District and receive comments from the Schuylkill County Planning Commission.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  3. Motion to grant waivers from Section 401C, D.2, 608.F.1,iv of the Subdivision & Land Development Ordinance for the TIDE Subdivision & Trans Western Polymers Land Development Plan.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  4. Motion to grant final approval of the TIDE Subdivision & Trans Western Polymers Land Development Plan with the following conditions: Obtain approval from Schuylkill Conservation District & receive comments from Schuylkill County Planning Commission.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  5. Motion to approve a Resolution authorizing the filing of an Application with the Department of Community & Economic Development for the Home Program. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  6. Motion to approve Prodesign Plus, to complete certification of the single application for Home Program. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  7. Motion to advertise the 2017 Budget for public review for 20 days. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  8. Motion to authorize our Solicitor & Chairman to prepare and execute documents necessary for a Letter of Credit to be issued by Mauch Chunk Trust for the Lincoln Drive Sanitary Sewer Penn Dot Project. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  9. Motion to open & review bids for Lincoln Drive Low-Pressure Sanitary Sewer Project. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  10. Motion to award to lowest bidder for the Lincoln Drive Sanitary Sewer Project pending approval by ARRO & in consultation with the Solicitor, that all bidding requirements have been completed with and lowest bidder is the lowest responsible bidder.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Public Comment –   

  1. Charlie Shamonsky – Commented that the last house by the school, the elderly lady who lives there has leaves that are knee deep and it needs to be taken care of. He was told they would be taken care of.
  2. Another resident questioned when the budget could be reviewed. She was informed that it will be available Mon-Fri from 8am-5pm, and she asked what about the people who work during those hours, Robert offered to make himself available for her to review the budget anytime.

Supervisors Comment–  In observance of the Thanksgiving Holiday, Rush Township Office will be closed, November 24th & 25th, 2016.  Ash pick up will be on Wednesday, November 23, 2016.  Rush Township would also like to invite you to our Cookies & Cocoa with Santa, Friday, December 9, 2016 from 7pm-9pm.

Chairman Gilbert adjourned the meeting at 7:45 p.m.
