Minutes of the meeting of the Rush Township of Supervisors

A meeting was held at the Rush Township Municipal Building on November 20, 2014 at 7:00 o’clock pm. In attendance were Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Secretary/Treasurer Denise Hope, Administrative Assistant Caitlin Whildin, Attorney Chris Riedlinger, Bill McMullen, 2 reporters, and 10 residents.

Chairman Gilbert called the meeting to order.

Pledge of Allegiance was recited.

PUBLIC COMMENT

1. Charlie Shamonsky- questioned if anyone read Ordinance 177, asked why the signs weren’t put up, and questioned why sewer money can be used to replace sidewalks

2. Chris Huegel- wanted to know if they can do fundraisers for the fire police and have them done at the meetings retro active so they do not lose out on any opportunities, stated that the fence on his property was at 6 feet when put in and if he catches anyone on his property they will be arrested

3. Joe Shamonsky- wants to know what is going on with green flags on Center Street and Kennedy Street, requested for his property to be measured, asked to see that the request was put in writing, questioned residents talking during the meeting who aren’t residents of the township

Police Report- Sergeant Duane Frederick read his report for the Month of October 2014. A motion was made by Vice Chairman Leibensperger to approve Sergeant Frederick’s report. Supervisor Motroni seconded the motion. Mrs. Hope polled the board. All members voted in favor of the motion, carried.

Minutes of Previous Meeting-A motion was made by Vice-Chairman Leibensperger to approve the previous meeting minutes of October 27, 2014. Supervisor Motroni seconded the motion. Mrs. Hope polled the board. All members voted in favor of the motion, carried.

Treasurer’s Reports-A motion was made by Vice Chairman Leibensperger to approve the treasurer’s report as of October 31, 2014. Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, carried.

Approval of Current Township and Sewer Bills thru November 20, 2014

A motion was made by Vice-Chairman Leibensperger to approve all current township and sewer bills for October and November 2014. Supervisor Motroni seconded the motion. Mrs. Hope polled the board. All members voted in favor of the motion, carried.

Approval of municipal reports (sewer, road, Arro, Prodesign)

A motion was made by Vice-Chairman Leibensperger to approve the municipal reports for October 2014. Supervisor Motroni seconded the motion. Mrs. Hope polled the Board. All members voted in favor of the motion, carried.

CORRESPONDENCE- PSATS, Ryan Township Emergency & Rescue, NEPA, PA Township News, Elizabeth Brobst, Susan Strauss

Attorney’s Business- On November 17, 2014 there was an executive session held to discuss pending litigation with attorney Frank Lavery. Also, a motion was made to authorize Attorney Chris Riedlinger to draft and advertise for adoption at the next meeting an ordinance giving the police department an extra enforcement tool to combat underage drinking. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of
the motion, motion carried.

NEW BUSINESS-

A motion to purchase a 2014 Ford Interceptor Sedan AWD police car from KME. Financing will be for three years, first payment to start January 2016. Full purchase price will be $32, 438.78. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion for the Rush Township fire police to assist with the veteran day parade for the Borough of Nesquehoning, retro active from November 9th. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to authorize Chairman Gilbert to execute temporary and permanent easements for properties involved in the Lincoln Drive Sewer Project. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

SUPERVISORS COMMENT

With Thanksgiving falling on Thursday November 27, ash pick up will be Wednesday November 26. The township building will be closed Thursday November 27 and Friday November 28 for the holiday. Properties are being posted for water shut off due to none payment of sewer bills. The township is encouraging all residents to please sign up for the Code Red on the rush township website. There will be a budget meeting immediately following regular scheduled meeting.

Chairman Gilbert adjourned the meeting at 7:30pm.
