Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on October 27, 2016 at 7:00 o’clock pm. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Treasurer/Secretary Katie Orlick, Administrative Assistant Kelly Giordano, Solicitor Chris Riedlinger and Bill McMullen.

Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Public Comment on the Agenda – None.

Police Report – Officer Hess read his police report for the month of September 2016. A motion was made by Chairman Gilbert to approve Officer Hess’ report. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting-  A motion was made to approve the previous meeting minutes of September 15, 2016. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of September 2016.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru October 26, 2016 – A motion was made by Chairman Gilbert to approve the municipal reports thru October 26, 2016.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for September 2016. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

 Attorney’s Business –  Chris Riedlinger just wanted everyone to know that an Executive session was held prior to the meeting to discuss personnel matters of the township.

Correspondence –     None.

Old Business –            None.

NEW BUSINESS

  1. Motion to hire Frederick Lahovski as a Rush Township Part-Time Police Officer @ a pay rate of $17.00/hr retroactive as of October 6, 2016.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  2. Motion to accept the Minimum Municipal Obligation for our Non-Uniform Pension of $43, 687.00 & the Police Pension of $32,486.00.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  3. Motion to approve Resolution 2016-11, for Small water and Sewer Program Grant, designating the Chairman of the Board to execute all documents relating to the grant.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  4. Motion to approve Resolution 2016-12, granting approval of an inter-municipal transfer of a Liquor License from ARP Beverages, LLC to 704 Claremont Avenue, Tamaqua, Pa 18252.  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  5. Motion to approve Resolution 2016-13, for NESJMA to submit a Construction Funding Application to the Commonwealth of Finance Authority under Pa Small Water & Sewer Program for grant funds to be used towards the investigation and rehabilitation of the Township’s sanitary sewer system..  Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Public Comment –  

  1. William Boyer – inquired about no full time officers at this time and if there would be full time officer hired.
  2. Charlie Shamonsky – Stated Township needed full time officer, there was money in the budget, is that money still there? Yes, it is still there.
  3. Joe Shamonsky – inquired about a lawsuit against the township that involved a Mahanoy City woman from 2014 and wanted to know if that had been settled. He was informed that it was settled.
  4. Cathy Schimpf – Asked for clarification the two (2) hour parking and no parking signs in front of the vets office, their placement is confusing. Chairman Gilbert stated they would look at it.

Supervisors Comment–  Trick-or-Treat will be on Monday, October 31, 2016, from 6pm – 9pm.

Chairman Gilbert adjourned the meeting at 7:30 p.m.
