Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on February 9, 2017 at 7:00 pm. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Treasurer/Secretary Katie Orlick and Bill McMullen.

Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Police Report – Chief Lipsett read his police report for the month of January 2017. A motion was made by Chairman Gilbert to approve the police report. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting– A motion was made to approve the previous meeting minutes of January 3, 2017. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of January 2017. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru February 8, 2017 – A motion was made by Chairman Gilbert to approve the municipal reports thru December, 2016. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for January 2017. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Old Business – None.

NEW BUSINESS

1. Motion to allow the Rush Township Fire Police to assist with Traffic Control at Girardville’s St. Patrick Day Parade, Sunday, March 25, 2017. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
2. Motion to adopt Resolution 2017-09, which authorizes the issuance of a Letter of Credit by Mauch Chuck Trust to Rush Township in the amount of $17,307.00 for the Lincoln Sewer Project. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
3. Motion to adopt Resolution 2017-10, which allows the elected tax collector of Rush Township and his/her successor in office to assess, collect and retain the sum of $15.00 for performing tax certification

on each parcel requested, and the sum of $15.00 for each requested duplicate bill and/or document. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
4. Motion to adopt Resolution 2017-11, approving the Transfer of Restaurant Liquor License No. R-9319, to Turkey Hill, L.P., in Rush Township. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
5. Motion to approve the waivers requested for the Versum Materials, LLC Preliminary/Final Land Development Plan. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
6. Motion to Conditionally approve the Versum Materials, LLC Preliminary/Final Land Development Plan. Conditions of plan approval are satisfactorily addressing review comments contained in the ARRO review correspondence dated 1/25/2017. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Public Comment

1. Charlie Shamonsky – Asked why after 48 years they are now enforcing he snow route. He was informed that it was due to multiple resident complaints about snow removal on Meadow Avenue.

Supervisors Comment– Rush Township would like to thank Representative Jerry Knowles for donating a new American Flag to the Township. If your ashes were not picked up on Thursday, February 9th, we will pick them up on Friday, February 10th. Garbage Collection for Friday, February 10th is postponed to Saturday, February 11th due to the inclement weather.

Chairman Gilbert adjourned the meeting at 7:20 p.m.
