Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on September 21, 2017 at 7:10 pm. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Treasurer/Secretary Katie Orlick, Administrative Assistant Kelly Giordano, Solicitor Chris Riedlinger and Bill McMullen. Supervisor Jeaninne Motroni was absent due to family illness.

Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Police Report – Chief Lipsett read his police report for the month of August 2017. A motion was made by Chairman Gilbert to approve the police report. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting- A motion was made to approve the previous meeting minutes of August 17, 2017. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of August 2017. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru September 19, 2017 – A motion was made by Chairman Gilbert to approve the municipal reports thru September 19,2017 . Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for August 2017. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Old Business – None.

NEW BUSINESS-

1. Motion to adopt the Fair Housing Resolution #2017-16. Board Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
2. Motion to approve the purchase of a 2018 Police Interceptor Utility Base AWD for $35, 700.00 from New Holland. Board Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried
3. Motion to approve the purchase of a 2017 F-350 XL 4×4 for $36, 528.00 from New Holland. Board Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

4. A motion to open & review Bids for Equipment Rentals with Operators. Board Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried
5. Motion to accept Tropp Contracting Inc.’s bid for $21,200. Board Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried

Public Comment –

1. Mr. Boyer – Who moved speed limit sign on South Street and what is the speed limit? He is asking because he told someone who was speeding to slow down. No one moved the signs, Robert will look into that. He also brought a picture in to prove that someone was using Walnut and it was not a delivery. It turned out that it was actually a resident was cleaning out the garage and this person was picking stuff up and had permission to do so. The office and police department had been informed prior.
2. Mr. Shamonsky – asked what the speed limit is in school zone? During school 15 mph.
3. Ms. Sanchez- Would like the flooding on Crest Street addressed. She emailed pictures and video. Bill McMullen will look at her issue.

Supervisors Comment- Trick or Treat Night will be on Monday. October 30, 2017 @ 5pm-8pm.
Leaf & Branch Pick-Up will be as follows:
Week 1 Oct. 16th – Oct 20th Areas South of 54 & East of 309
Week 2 Oct. 23rd – Oct 27th Areas North of 54 & East of 309
Week 3 Oct. 30th – Nov. 3rd Areas South of 54 & West of 309
Week 4 Nov. 6th – Nov 10th Areas North of 54 & West of 309 including Quakake & Grier City

Chairman Gilbert adjourned the meeting at 7:40 p.m.
