Minutes of the Meeting of the Rush Township Board of Supervisors
A meeting was held at the Rush Township Municipal Building on Monday, November 12, 2018 at 7:00 p.m. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger and Treasurer/Secretary Debbie DelFranco. Supervisor Jeaninne Motroni was not present due to work.
Chairman Shawn Gilbert called the meeting to order.
Pledge of Allegiance was recited.
Police Report – Police Chief Kenneth Zipovsky read his police report. A motion was made by Chairman Gilbert to approve the police report for the month of October 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
Minutes of Previous Meeting- A motion was made to approve the previous meeting minutes of October 18, 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of October 31, 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
Approval of current township and sewer bills thru November 11, 2018 – A motion was made by Chairman Gilbert to approve the municipal reports thru November 11, 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for October 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

New Business –
- Motion to advertise the 2019 Budget for public view for 20 days. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
- Motion to authorize the Solicitor to prepare and advertise for 30 days prior to the 2019 Organization meeting that Rush Township will appoint a certified or competent public accountant or firm of certified or competent public accountants to perform the annual audit in place of the elected auditors. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
- Motion to authorize the Solicitor and/or Zoning Officer to take the necessary steps to seek an injunction from the Court of Common Pleas to prevent the violation of the Township’s Zoning Ordinance by Kory Bates at 339-347 Claremont Avenue, provided the violation is established at the upcoming hearing before the Rush Township Zoning Hearing Board and a violation continues thereafter. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
- Motion to approve Resolution 2018-15 fixing the tax millage rates for 2019. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
- Motion for payment of Franzosa Trucking Co., Inc. application for payment pending review of Arro and receipt of closeout documents. This motion was tabled until further notice.
Public Comment – NONE.
Supervisors Comment – Rush Township Offices will be closed on Thursday, November 22, 2018 and Friday, November 23, 2018 for Thanksgiving Holiday. Monday garbage collection will be the same and Friday’s garbage collection will be on Saturday, November 24, 2018. Ash collection will be on Wednesday, November 21, 2018.
Chairman Shawn Gilbert adjourned the meeting at 7:15 p.m.
